PROPOSAL 31-96

SOCIAL SECURITY NUMBERS AS STUDENT IDENTIFICATION NUMBERS

(Voting Units: Full Senate)

The Senate recommends that Social Security Numbers are not to be used for general purpose identification of students.

Proposal Background

Opinion of the Undergraduate Student Government

It is so resolved that the Undergraduate Student Government is highly opposed to the use of Social Security Numbers as general purpose identification numbers by Michigan Technological University. Furthermore, the Undergraduate Student Government favors the use of an arbitrarily generated unique identification number for use by Michigan Technological University. It is also the opinion of the Undergraduate Student Government that Michigan Technological University is in a state of non-compliance with Title 20 of the United States Code section 1232(g) by its disclosure of non-directory information, specifically the printing of Social Security Numbers on identification cards.

Proposal referred to the FERPA committee for further review.
