PROPOSAL 2-93
Revised Proposition 1/13/93
Given that the mission of the University includes the transmission, interpretation, and generation of knowledge, the constituency of the Senate shall be composed of those members of the university community whose primary function is the direct and active involvement in this transmission, interpretation, or generation of knowledge. The direct and active involvement in the transmission and interpretation of knowledge is evidenced by direct contact with students as a teacher or as a research advisor. Active generation of knowledge means having principal responsibility for the completion of research objectives. Other than the President of the university and his designated representative, those members of the university community whose primary function involves the management of personnel or the support of teaching/research shall be excluded from the Senate constituency.
Thus, the constituency of the Senate will consist of the Academic Faculty, the Librarians, and the Research Faculty who are not serving in a management position other than the President of the University and his designated representative. The academic faculty are defined in the SCCC report to the Senate (1/12/93). To implement the functional definition of the consistency for the remaining constituents we include the following current list by titles.
Constituency List by Titles Other Than the Academic Faculty
Asst. Research Eng/Sci
Chief Eng/Sci
Head, Library Dept/Curator
Laboratory Manager
Librarian
President
Provost/VP Academic Affairs
Research Engr/Sci
Research Leader
Sr. Research Asst.
Sr. Research Eng/Sci
Supervisor Laboratory
Tech. Communications Specialists
According to the Senate By Laws, it is the responsibility of the Senate Constituency Committee (President, V. President, and Secretary of the Senate along with the chair of the Senate Elections Committee) to review petitions to correct/amend the constituency list. They shall use the above functional definition of the constituency as a guideline.
In summary, the constituency of the Senate is the academic and research community of Michigan Technological University and the Senate is its representative body. Moreover, according to the By Laws, the constituents can challenge actions of the Senate or introduce new legislation via Ballot Initiatives. The final outcome will be legislation which is conclusively representative of the above full constituency.
