PROPOSAL 3-80

SENATE REPRESENTATION FOR KEWEENAW RESEARCH CENTER

BACKGROUND:

On December 2, 1977, the Director of Keweenaw Research Center (KRC) requested that the Senate decide whether KRC should have Senate representation. On December 7, 1977, the Senate President appointed Senator S. Shetron to chair an ad hoc committee on this matter. Dr. F. Erbisch also served on this committee. Two committee reports presented to the Senate on January 25,1978 and on May 3, 1978 outlined several issues related to this matter which needed clarification. At present, two issues are still unresolved:

  1. How large should the Senate be? If KRC is admitted, its one senator would represent a total of five full-time members of the academic faculty (1 Chief Scientist, 1 Research Engineer, and 3 Research Associates). If KRC is admitted, other entities such as BID, MMRL, and the Institute of Accounting Research may also wish representation.

  2. Is a member of an academic department who is on partial release time to a research institute still represented by the academic department's senator?

The committee does not have the answers to these two questions and desires that the Senate resolve the matter by voting on this proposal.

PROPOSAL:

The Senate of Michigan Technological University recognizes Keweenaw Research Center as a research department of the University and will seat a duly-elected senator from Keweenaw Research in accordance with Article III A2.
