SENATE COMMITTEE ON THE UNIVERSITY BUDGET

BACKGROUND:

Article II of the Senate Constitution states that the "functions of the Senate shall be to conduct studies on matters affecting academic policy and performance at all levels and to prepare recommendations thereon for submittal to the President of the University for appropriate action." Many members of the academic Faculty believe that the University budget has a substantial effect on academic policy and performance. The following proposal would provide the Senate with more information on budgetary decisions and would provide the University with greater faculty input on decisions which directly or indirectly affect every aspect of the University's performance. The Senate would be strengthened by this added input on matters which are of vital concern to the faculty. The election of a senator by the Senate for the role described in the proposal would attract stronger faculty members to serve on the Senate and give the Senate greater stature. The creation of the standing committee described in the proposal would provide a broader base of faculty input to the University.

PROPOSAL:

The Senate president shall, in consultation with the University President, annually select one senator to act as a liaison officer between the Senate and the appropriate administrative officer designated by the University President on matters pertaining to the University budget. Upon ratification by the Senate, this senator shall assume the duties of this position and shall be a member of a standing Senate committee on the University budget.
