    3. In nominating and electing candidates, senators shall be guided by the following criteria:
      1. Candidates should represent the academic interests of the University.
      2. Candidates should be free from potential conflict of interest problems.
      3. The three Academic Faculty members of the Council should constitute a reasonable balance among the various disciplines, orientations, and characteristics of the Academic Faculty.

    4. During the initial implementation of this policy, some terms may be shorter than three years in order to permit eventual achievement of staggered three-year terms. Incumbents appointed prior to implementation of this policy may serve out their terms.

  2. When a vacancy occurs in the position of chairman, the Senate shall provide the President of the University with a list of six candidates recommended to be considered for the position. At a regular meeting of the Senate, each senator present shall be allowed to vote for three persons on a list of all persons nominated.
