The Senate believes that the employee benefit package should contain these three essential benefits:
I. Health benefits for all eligible employees and their families as well as retirees and their spouse (spouse at the time of retirement).
II. A retirement program which provides financial security during retirement and parity where there are multiple programs.
III. Life insurance for all eligible employees and retirees.
