PROPOSAL 4-77

SMOKING POLICY

The Senate recommends to the President of Michigan Technological University the following rules to protect the rights of non-smokers in various University environments. We recommend that smoking be restricted to appropriately designated Smoking Areas in certain environments while smoking should be completely prohibited in other environments and request that these rules be instituted as soon as feasible.

Recommendations for the restriction of smoking to designated areas/sections of an environment.

  1. We recommend that smoking be restricted to no more than the west half of the MUB dining room that lies between the Finnish Room and the cafeteria line.

  2. We recommend, that where possible, all University social functions (such as the annual President's dance) offer non-smokers the choice of tables, seats, etc., in a non-smoking section of that environment.

  3. We recommend that, if possible, designated smoking and no-smoking areas be provided for all public gathering places or functions. The designation should take into account the character of ventilation for a facility.

Recommendations for the prohibition of smoking in an environment.

  1. We recommend that smoking be prohibited in the Finnish Room of the MUB.

  2. We recommend that smoking be prohibited in University cars if non-smokers are present, but with periodic stops to permit the smokers to alleviate their discomfort; and, if more than 2 cars are to be used for a trip, then separate cars be provided for smokers and non-smokers should any non-smokers so request.

  3. We recommend that separate sleeping facilities on University trips be provided for smokers and non-smokers should any non-smokers so request.

  4. We recommend that smoking should be prohibited wherever conditions warrant, i.e., wherever the designation of smoking and no-smoking areas is not deemed to be a satisfactory solution to the problem of air pollution through smoking.

Recommendation concerning implementation of these proposals.

  1. Not only do we recommend that the foregoing rules/guidelines be enacted but we also strongly urge their efficient enforcement.

  2. We recommend that the sense of these proposals be considered in planning new facilities.
