PROPOSAL 9-07

(Voting Units: Academic)

AMENDMENT OF TENURE, PROMOTION AND REAPPOINTMENT PROCEDURES:

DELETION OF CITIZENSHIP/RESIDENCY REQUIREMENT

Background:

The current tenure policy requires that a faculty member must either have United States Citizenship or permanent residency status in order to become tenured.  Due to the rise in foreign nationals in the faculty ranks, especially in the field of engineering, it is important to remove this requirement to improve retention of some faculty members and to facilitate the acquisition of others. Due to immigration backlogs, it is often impossible to process applications for permanent residency in a time period consistent with the tenure clock.

Proposal:

Delete the last paragraph of Section 5 Tenure: A faculty member must be either a citizen or a permanent resident of the United States to be eligible for tenure.
