                                             AMENDMENT OF THE SENATE BYLAWS

 

This amendment will add a paragraph to Article I (Operational Bylaws), Section M (Special Constituency Issues) of the Senate Bylaws. The amendment will allow changes to be made in the Senate’s professional staff constituency through amendment of the Senate Bylaws without having to resort to amendment of the Senate Constitution.

The paragraph to be added to Section M is:

  1. The Senate’s professional staff constituency consists of those persons so defined by the University’s Office of Human Resources.

 

Background

This amendment is a companion to Proposal 3-05, Amendment of the Senate Constitution. 

The Constitution uses exempt (salaried personnel) and non-exempt (wage personnel) classifications, unless otherwise excluded (Article II, Section A, Paragraph 5) and membership in collective bargaining units recognized by the University, unless otherwise excluded (Article II, Section A, Paragraph 6) to define professional staff. Proposal 3-05 eliminates these two paragraphs and adds a clause allowing the definition of professional staff to be subject to the Senate Bylaws.

This Proposal will facilitate amendments to the Senate Constitution found in Proposal 3-05. It will allow the Bylaws to define the Senate’s professional staff constituency and will allow changes to the professional staff constituency to be accomplished more expeditiously through amendment of the Senate Bylaws rather than the Senate Constitution.
