CLARIFICATION OF PROPOSAL 5-98, MASTER OF ENGINEERING

1. The University Senate did not intend Proposal 5-98 to allow degree programs to be established without the usual approval of the Senate, Provost, and Board of Control.

2. Proposal 5-98 explicitly permits offering the Master of Engineering degree with specific departmental emphasis and requirements; however, it does not enable granting of separately titled degrees (for example "ME in Biophysical Engineering").

3. Accordingly, "degree program" in Section 3, paragraph 2, is synonymous with "degree schedule" as defined later in Section 3.


Rationale

The Curricular Policy Committee has been asked by the Graduate School to clarify the meaning of Proposal 5-98 which established the Master of Engineering degree program. The question for clarification is whether the Senate yielded the authority to establish new degrees within the general title of "Master of Engineering" to the College of Engineering and the Graduate School. It is the consensus of the Curricular Policy Committee that Proposal 5-98 established a single new degree with the title "Master of Engineering." Individuals, departments, and interdisciplinary groups may propose separate tracts or degree schedules within this degree program. The proposal did not yield authority to deviate from established procedure for the addition of other new, separately title degree programs.
