                       6 September 1995

                A Special Meeting of the Senate


Synopsis:  The Senate
(1)  Defeated Senate Proposal 1-96, Investigation of the Senate
     President.

1. CALL TO ORDER AND ROLL CALL
    President Bornhorst called special Senate meeting 239 to order at
5:30 PM on Wednesday, 6 September 1995, in Room B37 of the Electrical
Energy Resources Center.
    Secretary Glime called Roll.  Absent were At-large Senator Evensen
and representatives from Mathematical Sciences and Fine Arts.  Liaisons
in attendance were Max Seel (Dean of Sciences and Arts), Yadu Dar (GSC),
David Henke (USG), and Ted Soldan (Staff Council).

2. RECOGNITION OF VISITORS
    Guests included Ellen Horsch (Director of Human Resources), Eric
Obermeyer (Lode), Beth Flynn (Humanities), Bruce Seely (Chair of
Conflict of Interest Committee), Mike Gilles (Res/Com Svc/Adm Off),
Steve Tyrell (Asst. Dean of Students), Marcia Goodrich (Tech Topics),
Fred Dobney (Executive Vice President and Provost), Freydoon Arbabi
(Civil and Environmental Engineering), Bruce Barna (Chemical
Engineering), Brian Whitman (GSC), and Mark Lambert (Career Center).

3. APPROVAL OF AGENDA 
    President Bornhorst announced that the University would be
broadcasting to the campus instead of transmitting through Bresnan,
which might affect quality of the transmission.  The Senate meeting will
continue to be broadcast live and rebroadcast at noon on Thursday.
    President Bornhorst stepped down and Vice President Walck chaired
the remainder of meeting 239.
    Heyman MOVED and McKimpson seconded the motion to approve the
agenda.  There were no objections so the agenda was APPROVED.  [Appendix
A. NOTE: only official Senate and Library archival copies of the minutes
will contain a full complement of appendices.]

4. NEW BUSINESS
PROPOSAL 1-96:  INVESTIGATION OF THE SENATE PRESIDENT [Appendix B]
    Senator Sloan requested that a vote on Proposal 1-96 should not take
place until a later meeting.
    Bornhorst MOVED and Mroz seconded a motion to consider Proposal 1-96
as an emergency proposal.  The motion PASSED by secret ballot 22 for,
13 opposed.
    There were no objections to the voting units as the full Senate.
    Thayer MOVED and Arici seconded the motion to approve Proposal 1-96.
    Senators discussed the reasons for and against excluding veteran
senators.  Provost Dobney clarified the 10th month (1 month summer)
salary for the President of the Senate, stating that the decision was
entirely Dobney's and emphasized that there was no negotiation between
himself and the Senate President, who had recommended that the President
should have the option of a 1-month summer salary instead of an
equivalent cost portion of academic year release time.
    Brokaw CALLED FOR THE QUESTION and Mroz seconded the motion. 
Bornhorst called for a secret ballot.  The motion to call the question
PASSED by secret ballot 26 to 10.
    Vice President Walck stated that there had been a request for a
secret ballot on Proposal 1-96.  The motion to approve Proposal 1-96
FAILED by secret ballot with 9 for and 27 opposed.

    Caspary MOVED and Filer seconded the motion to adjourn.  Vice
President Walck adjourned the meeting at 6:10 PM.
