Meeting Notes from June 22, 2000

After introductions, membership listing, and review of the committee charge a timeline for resolution was discussed. The end date is open but has some urgency as information for the next ONR contract must be readied December 12/31. The group tentatively decided upon an October 1, deadline for recommendations to allow feedback from the university community. This date may change based on input from Mike Hendricks. Keen to report to Senate Research Policy Committee on this committee's workings.

For the time being the old rates of 0%, 10%, 38%, 46% (soft money) and 25% (summer faculty) will continue to be used. Quinn offered to search for non-grad support in proposals already sent in the event the committee wants to adjust these.

Principles agreed upon at the last meeting include:

  1. Cost drives decisions where possible.
  2. If necessary, accept subsidizing to encourage research and graduate studies/education.
  3. Develop policy and incentives to encourage the use of grad students over technical and post doc positions.

    Handouts describing the different classifications of employees and the benefits each group receives were distributed and discussed.

    The group discussed philosophically the differences which should apply between Research Faculty and Postdoctoral Associates as Research Faculty are generally PIs, can have limited teaching responsibility; Postdocs are supporting personnel (not PIs) and are for a limited term.

    Next meeting: Thursday, June 29 at 8:30 AM, with future meetings each Monday at 8:30 a.m.
