2007-2008 Campus Traffic Regulations

This is a summary of Michigan Tech’s parking and traffic regulations. The complete regulations and ordinances may be viewed at the Public Safety Department, 206 MacInnes Drive.

General Provisions

  1. Campus Area These regulations apply to all University property, which includes the entire Houghton campus, apartment housing, golf course, Mont Ripley, Ford Center, and cross-country ski trails.
  2. Insurance The University does not accept responsibility for loss of or damage to any vehicle or the contents thereof. It is recommended that owners carry personal insurance to cover such losses.
  3. Abandoned vehicles No vehicle is to be abandoned on campus. A fine, plus towing costs, will be imposed on the owner of record if abandonment occurs. Vehicles parked for forty-eight hours or more in prohibited areas will ne considered abandoned.
  4. Prohibited vehicles Hot rods, drag-strip racers, modified stock cars, or other unconventional vehicles (except bicycles, motor-driven cycles, or motorcycles) are not allowed on campus.
  5. Vehicle maintenance All vehicles must be in good operating condition. No major repairs will be permitted on roads or in any parking areas on campus.
  6. Speed limit The speed limit is fifteen miles per hour, unless otherwise posted, on all campus roads. The speed limit is radar enforced.
  7. Snowmobiles on campus The University’s snowmobile parking area is near the lakeshore snowmobile trail in Lot 31 near the Minerals and Materials Engineering building. To use this area, obtain a green commuter parking permit from Public Safety. Michigan Tech prohibits operating snowmobiles on University property, except along the lakefront trail, without the written consent of the director of Public Safety. A copy of the state law on snowmobiles is available at Public Safety.

    Note: Students living in the residence halls should contact the Housing Facilities Office about the parking or storing or their snowmobiles. Please phone 487-2740.

Registration of Vehicles

  1. Registration of vehicles and assignment of parking spaces. All persons who own and/or use motor vehicles on campus, including any type of motor-driven cycles, must register them. Vehicle registration. Is required to obtain a parking permit or a registration decal.
    1. Commuter students must contact the Office of Student Records and Registration, room 110, Administration Building, 487-2319 or 487-2320. Commuter students may register online.
    2. Students living is the residence halls can register online or contact the Housing Facilities Office at 487-2740,
    3. Faculty and staff must contact Public Safely, 206 MacInnes Drive, 487-2216.
    Both offices are open Monday-Friday, 8:00am – 5:00pm except holidays. All parking permit sand decals must be obtained immediately after bringing the motor vehicle on campus. These decals must be applied permanently to the lower right-hand corner of the windshield (passenger’s side). On motorcycles, the decal must be placed in the rear fender in plain view. Otherwise, the vehicles will now be considered registered. A temporary permit or visitor’s permit, obtainable from public safely, must be displayed on the windshield in the event that an unregistered car is temporarily brought on campus.
  2. Decals or permits The following regulations apply to University decals on campus.
    1. An old decal or permit must be removed from the vehicle before registration is considered valid.
    2. When relinquishing or disposing of a registered vehicle, the old decal or permit must be removed from the vehicle before a new registration is permitted.
    3. Reproducing or defacing a permit and/or decal in any way is prohibited.
    4. It is the responsibility of the owner to insure that the decal or permit is legible at all times.
    5. Residents must park their vehicles in their assigned lot.

Vehicle Parking

  1. Space utilization Vehicles should always be parked in such a manner that a minimum amount of space is used.
  2. Obstructive parking No vehicles may obstruct the parking or removal of another vehicle.
  3. Sidewalks and lawns Motor vehicles or motor-driven cycles may not be parked or driven on sidewalks, lawns, or running tracks without permission from the director of Public Safety. Bicycles are subject to the same restrictions, except they may be ridden on sidewalks in accordance with the provisions of the MTU Traffic Ordinance.
  4. Normal parking Between 5:00am and 5:00pm (except Saturdays, Sundays, and holidays), members of the University community may park only in their assigned parking lots as indicated by their vehicle registration decal or permit.

    There is no parking in any faculty or staff lots, with or without gates, except with proper permit or permission from public safety, Monday through Friday between 5:00am and 5:00pm. THIS APPLIES EVEN IF THE PARKING GATES ARE RAISED.
  5. Winter overnight parking To allow for snow removal, parking is prohibited on campus between 2:00am and 7:00am, from November 1 through April 30, except as follows.
    1. Occupants of University housing may park in their designated parking areas.
    2. Employees who work as assigned shift may park in assigned overnight parking space.
    3. Those needing to park on campus overnight may ask Public Safety for a special overnight parking permit.
  6. Residence hall parking Students are prohibited from parking in the staff lots for McNair and Wadsworth Hall, front and back l(Lots 15 and 16), between 2:00am and 5:00pm, seven days a week. Douglass Houghton Hall staff lots 7E and 7W are restricted to assigned parking only, at all times, seven days a week. Student lots 4, 10, 17, and 21 are by assignment only, at all times, seven says a week.

    Free one-half-hour parking passes (to load/unload) are available to residents at the hall reception desk.
  7. Residence hall visitor parking Residence hall visitors must register at the reception desk and will be assigned to a parking lot.
  8. Theater parking Lot 8, Lot 9, Lot 14 and the Hamar House Visitor Lot are open for theater parking. Overnight parking in these lots is always prohibited.
  9. Perking lot gates The parking log gates operate between 5:00am and 5:00pm, Monday through Friday .After 5:00pm, and on weekends and holidays, the gate arms are raised.
  10. Commuter parking-Lots 9, 26, and 32 Any individual may purchase parking space in Lots 9,26, and 32 (during the appropriate time period) as outlined in the paid-parking agreement form. Parking space is sold in the Office of Student Records and Registration, first floor of the Administration Building. Lots 9, 26, and 32 are available on a daily first-come, first-served basis. If these lots are full, overflow parking is available at the Student development Complex in lots 22, 23,and 24. Any vehicle illegally parked, such as parking is aisles, blocking in vehicles, etc., will be towed away at the owner’s expense.
  11. Pay parking Pay lot 27 is available daily for a fee (posted at the entrance to the lot). Parking tokens can be purchased from the Cashier’s Office in the Administration Building.
  12. Metered parking Metered parking is available to everyone (one or two hour limit). Meters operate from 7:00am to 5:00pm, Monday through Friday. No parking is permitted between 2:00am and 7:00am.
  13. Snow removal During the winter, snow must be removed from the designated parking areas. When this is necessary, Public Safety will post notices at lest twenty-four hours in advance designating which areas are to be cleared, when clearing will take place, and where cars normally parked in these areas should be parked during clearing. These notices will be posted on residence hall bulletin boards and with the manager of Daniell Heights. It is the responsibility of the vehicle owners to be aware of these notices.
  14. Visitor parking Visitors may park in the areas designated on the map as Visitor Parking. If you are unable to park in these designated areas, or if you want more information about visitor parking, contact Public Safety (487-2216. Daily (or longer) visitor permits and passes are available from Public Safety and the Admissions Office at no charge.
  15. Fire hydrants It is illegal to park within fifteen feet of a fire hydrant.
  16. Motorcycle parking Special parking areas have been designated for the exclusive use of motorcycles, motor-driven cycles, and motor bikes. Parking of these vehicles is not permitted in any other areas on campus. Motorcycles may not be operated or started on lawn areas or sidewalks, or within fifteen feet of any residence hall or classroom building. Bicycles may be secured to racks provided by the University. No minibikes or minicycles may be used on campus without the written consent of the director of Public Safety.
  17. Handicapper parking Only a person certified as a handicapper by the Secretary of State or (in the case of temporary handicap) by Public Safety shall stop, stand, or park a vehicle for any length of time, either wholly or partially, in any parking space designated for handicapper parking or identified as a handicapper parking area. Handicappers must possess a valid, current handicapper’s certificate of identification issued by the Secretary of State of Public Safety. Any person violating this section shall be guilty of a civil infraction.
  18. Parking assignments Students living in the residence halls have the privilege to park near their assigned residence hall based on class standing and the date they apply online. When the number of student permits issued exceeds the capacity of the lots near the halls, additional permits will be issued for other lots.
  19. Free parking Overflow and visitor parking are available free of charge in SDC lots 22, 23, and 24.
  20. Service vehicle parking Public Safety issues permits for the parking of University service vehicles.

Campus Emergency Telephones (Blue Light)

Campus emergency telephone are show n on the campus map. Located under blue lights at many locations on campus, they are in a yellow box and are found in buildings and vestibules.

Traffic Enforcement

  1. Public Safety officers All Public Safety officers are state-certified police officers who are empowered to enforce the local ordinances and state laws.
  2. Traffic Violations
    1. Moving traffic violations must be paid or appealed at the 97th District Court in Houghton within five days of issuance.
    2. Parking violations must be paid in the Cashier’s Office in the Administration Building within ten days of issuance (not including holidays and weekends). If you have any questions about the cost of fines, contact the Cashier’s Office at 487-2247.
