Dear Deans and Chairs,
   First, I apologize to the deans that they may not have received all of my
eariler communications.  I thought they were on the deptchair-l list.  I
also apologize if some of you receive this message twice as I do not have
access to "who" for the acadforum-l list.
   I have attached a markup copy of the charter proposal which was developed
to update Proposal 16-92 with more recently approved Senate proposals
regarding charters and to provide procedures for charter approvals.  I have
also modified some of the language to make clear that both Chairs and school
Deans are named where appropriate.  I have not changed the language of the
salary formula from Chair because I think it might not always apply to a
school Dean.
   PLEASE NOTE that the items in the list of items that "may" be included
are as in the original Proposal 16-92 or other Senate and University
policies; they are already policy.  Any changes to those should be made in a
different proposal and should not affect the approval of this proposal.
   This proposal will be introduced to the Senate next Wednesday so that the
faculty and staff have time to provide input.  The earliest voting date will
be two weeks later.  If I have missed something or you have concerns about
the approval procedure or other CHANGES, please contact me.  We have tried
our best to meet all your concerns.
