Chapter 8. Faciilities Management

8.4. Remodeling, Equipment Installation, and Major Maintenance

Definition

Remodeling, Alterations: Changes to and relocation of facilities and building components and systems such as partitions, floors, ceilings, ventilation, heating, cooling, and lighting. It could include such work on utilities and grounds.

Installations: Addition or extension of existing or new building systems, equipment, utilities, and grounds.

Major Maintenance: Work on a facility that is done to renovate an entire building system such as roof, ventilating or heating layout, air conditioning, lighting, or power distribution.


Policy

Facilities Management will perform major maintenance, remodeling, and alterations of the University's existing physical facilities consisting of, but not limited to, the provision for new utilities, painting, and adding, removing, relocating, or installing fixed equipment and partitions. Physical facilities consist of buildings, grounds, and utilities.

All proposed projects involving changes in use, alterations, construction or additions to buildings or space owned or operated by the University, shall be approved in writing for adequacy of utilities and Life Safety by Facilities Management and Occupational Safety and Health Services prior to requesting a purchase order, funding, or construction bid proposal. A physical space review will also be conducted by Facilities Management and Occupational Safety and Health Services before a new or renovated space may be occupied.

Facilities Management will do only such work as it can reasonably handle without interfering with its major operational and maintenance functions. Consequently, many projects are handled by qualified construction contractors. It is the choice of the requesting department in consultation with Facilities Management whether the project is contracted out or handled by Facilities Maintenance personnel. Facilities Management administers all projects.

Facilities Management is not authorized to construct furnishings or equipment such as bookcases, shelving, chalkboards, picture frames, or similar items where purchase of a commercial item is cost effective. These items should be acquired through Purchasing procedures.

All requests for work in this category are to be in writing, indicating a valid departmental index number to which the work will be charged, and the signature of the department chair/director.

Facilities Management does not have a regular budget for the performance of work in this category. Therefore, it must rely on funding by departments, special University allocations, and State appropriations for services in the above category. Questions regarding funding should be addressed to the director of Facilities Management.


Procedure

To request major maintenance, remodeling, alteration, or installation work, do the following:

  1. Prepare a memo describing the work requested, indicating the project parameters including schematic drawings, and forward it to the Facilities Management manager of planning, engineering, and construction. Please call the manager at 7-2303 for additional information.


  2. Receive, in writing, approval for adequacy of utilities and Life Safety by Facilities Management and Occupational Safety and Health Services prior to requesting a purchase order, funding, or construction bid proposal.


  3. Receive, if required, the total estimated cost of the work requested.


  4. NOTE: It may be necessary to carry the project through the completion of the engineering and planning stages before the complete scope and cost of the project can be determined.

  5. Confirm, in writing, to Facilities Management whether or not to proceed with the work based on the cost estimate.


  6. Review the plans and specifications prepared by Facilities for correctness and completeness for meeting project objectives. If project parameters and scope of work have changed from the original request, a new cost estimate will be prepared.


  7. NOTE: The requestor will be advised if the project will be bid out or performed by MTU personnel. If bid out, contractor bid costs will be forwarded to requestor.

  8. Provide a valid departmental index number.


  9. NOTE: The index number will provide funding for a project ("P") index which will be established for the project work.

  10. Contact Facilities Management to discuss scheduling of the job when funding becomes available.
