21.6. Security Clearance

Policy

No member of the Board of Control or executive officer of the University shall have access to classified security information of the United States Government, Department of Defense, until such officer has received a security clearance.

No employee of the University shall have access to classified information of the United States Government, Department of Defense, until such person has received a security clearance. The provost and senior vice president for academic and student affairs or the vice provost for research and the dean of the graduate school shall make all recommendations for security clearance for employees.

The University will limit security clearance applications to individuals only on a strict "Need to Know" basis.

The director or the senior research engineer/scientist of the Keweenaw Research Center will determine an individual's need for security clearance, certify that the employee will require access at a certain level of classification, and submit their recommendation in writing to the provost and senior vice president for academic and student affairs or the vice provost for research and the dean of the graduate school for approval.

Public Safety's security supervisor will review all requests for security clearances and must receive written authorization from the provost and senior vice president for academic and student affairs or the vice provost for research and the dean of the graduate school to process an approved individual for a security clearance. All personnel, no matter what type of security clearance they may have had elsewhere, require this security processing.

This policy shall be administered pursuant to the provisions of the Industrial Security Manual for Safeguarding Classified Information, Department of Defense.

Procedure
  1. The director or the senior research engineer/scientist of the Keweenaw Research Center submits, in writing, a recommendation for an individual to receive a security clearance to the provost and senior vice president for academic and student affairs or the vice provost for research and the dean of the graduate school for approval.


  2. The provost and senior vice president for academic and student affairs or the vice provost for research and the dean of the graduate school forwards a memo to the security supervisor in Public Safety authorizing an individual to be processed for a Department of Defense security clearance.


  3. The security supervisor notifies the individual when to go to Public Safety for processing of the security clearance.
