The University shall make an overhead charge based on an annual cost study in accordance with the federal office of management and budget circular A-21, as published on March 6, 1979, in the federal register. Overhead charges shall be charged to all sponsored contracts and grants for research, public service, or instructional purposes.
Exceptions may be made at the discretion of the administration where established overhead rates have been fixed by congressional action, by acceptable federal agency regulations or when the University might wish to participate in a project of especial institutional interest.
The Provost and Senior Vice President for Academic and Student Services is authorized to develop a procedure for use by the heads of major budgetary units (instruction, research, public services, etc.) that would provide for the allocation of overhead generated.
