The President of the University shall set the standards for admission to the graduate school and requirements for granting degrees, and may delegate this authority as may be needed.

The President may establish a graduate council to assist in the administration of this policy.

Fellowships, graduate assistantships, scholarships, and research assistantships may be offered, the number to be determined by funds available.
