14.4. Utilization of Central State Services
It is the intent of the Board of Control that the affairs of the University shall be directed with the greatest effectiveness and economy. The administration of the University is authorized to continue and extend the use of those services as provided by the Department of Administration and other agencies of the State of Michigan under the following conditions:
- The President is authorized to utilize such state administrative services as he deems to be to the advantage of the University and the State, and from time to time make such changes in or to discontinue these arrangements if he determines that such change or discontinuance will promote efficiency and economy.
- The procedures, rules and regulations of the agencies providing the services will be observed, either in their original form or as modified by mutual agreement; but in case of any disagreement between the service agency and the institution, the decision of the Board of Control, acting under its constitutional authority, shall be final; and as to any disagreement involving expenditure not
exceeding one thousand dollars, the President is hereby empowered to act for the Board.
- That should the use of any service or services be subsequently discontinued prior notice will be given to the agency concerned at a reasonable time beforehand.
